July 14 & 18, 2007 Pre-proposal conference including an overview of public art and how the Houston program works, a review of application requirements and process and a review of project opportunities.

August/September: Artist Selection Panel meets to review materials and choose finalists
August/September: Finalists notified
September: Artist Finalist interviewed (if required)
October: Finalists present proposals and panelists interview each finalist.
October: Selected artist notified
November: Anticipated execution of contract by this date

Pre-application workshop
A pre-application workshop will be held twice to assist artists in preparing submissions. Artists need only attend one meeting. Attendance is encouraged but not required. Location: Flores Neighborhood Library, 110 North Milby, 77003. From the intersection of IH45 and Scott go north on Scott. Scott becomes York after the road splits. Turn right at Canal. The library will be on the right at Milby.
Parking: Parking is available directly in front of the building.
Eligibility
The project is open to all artists (or teams) age 18 and over, regardless of race, color, religion, national origin, gender, age, military status, sexual orientation, marital status or physical or mental disability. Professional artists who are new to the field of public art are encouraged to apply. Artists from outside the region are encouraged to only apply for projects with budgets of $100,000 or larger.
How to apply
This is a request for qualifications only. The finalists for each project will be paid to present a site-specific proposal. Artists may apply for one or more projects with one submission.
To be considered for this commission opportunity, artists must submit the following in DIGITAL FORMAT on a CD or emailed to: nannette@haatx.com. Attachments should total less than 10mb. All text files submitted in Microsoft Word.
Letter of interest: indicate all projects for which the applicant is submitting and an optional artist statement in a letter of interest.
One copy of a current resume. The resume should be no more than three pages and in no less than 10-point font. Include name, address, phone, e-mail and website.
Images: A Microsoft Power Point presentation with no more than ten (10) images of completed work. Each image to be labeled with your last name and then a two digit number starting with 0. Example: first image would be labeled Smith01; next image would be labeled Smith02, etc. Images should be formatted to fit within each Power Point slide and compressed to 96dpi. Limit one image per Power Point slide.
Text: Annotated slide sheet in Microsoft Word.
Label each image description corresponding to the label on the Power Point image; include the following information: artist’s name, media, size (HxWxD), title, date, commission cost or purchase price, brief description of the artwork.
Artists should reflect the highest professional standards in the quality of artwork documented and in the manner in which they are presented.

Selection Process
A selection panel of art professionals and representative of the project will evaluate artist’s submissions and either select an artist based on preliminary submission materials, interview short-listed applicants, or see more detailed proposals. Selection criteria include: artistic merit as evidenced by the submitted materials; the applicant’s professional qualifications; proven ability to undertake projects of a similar scope; and demonstrated ability to work with government agencies, fabricators, engineers and/or groups in the creation of an art project.
Project Information
Civic art at these locations contribute to equitable distribution of the City’s art collection to include all areas of Houston. One of the City of Houston’s goals is to utilize civic art funds to improve the quality of life in Houston and to establish Houston’s position as a national destination for public art. The City’s art collection will be enhanced by commissioning local, regional and nationally recognized artist to create works of art for the public.
Multi-service centers provide support to communities throughout the City of Houston. An example of these services is child care (day care), senior programs, and rental space. Agencies such as the YMCA, Headstart and the Red Cross are also housed with in the centers to provide services to the community. All agencies are not housed within all centers.
