Northeast Multi-Service Center
The new Northeast Multi-Service Center at 9720 Spaulding is in Tidwell Timbers Park, just off of Tidwell Road, east of Hwy 59 and north of Loop 610. The building is under constructions and the foundation in place. Normal hours for the center are 8 a.m. to 5 p.m. Monday through Friday; the Center also will be used on nights and weekends for meetings and special events. A special feature of the Northeast Multi-Service Center is a demonstration kitchen for cooking classes. There is also a Parks Department recreation facility in Tidwell Park. Additional city services nearby will increase the Multi-Service Center’s outreach. Civic art is important for this site and has the opportunity to be fully integrated into the design due to inclusion of the artist during the construction phase.
Artist Opportunity
The Health and Human Services Department is seeking a mural or wall based artwork to be incorporated into a 30’ wall above a folding, sliding door system. The sliding door has 10 panels that divide and fold flush against the wall to create a 30’ opening from the lobby into a multi-purpose room large enough to seat 198 people.

Prospectus for Commissioning Artworks for the Health and Human Services Department of the City of Houston
The City of Houston Department of Health and Human Services and the Houston Arts Alliance are seeking artists to provide artwork at two multi-service centers: Northeast and Kashmere.
The artwork(s) should: Create excitement and interest for the community; Augment activities at the Center and Celebrate the impact the Center has on the community
The artwork must be durable, low maintenance, and appropriate to the location. Artists should take into consideration the high amount of pedestrian traffic within the center, light sources (both natural and electric), and temperature control when designing the artwork.
Works in a variety of media and forms will be considered. Examples of media include but are not limited to: textiles, paint, wood, metal, and photography. Although the City of Houston and HAA do not endorse restrictions on artistic content, the Artist Selection Panel will consider the building’s users in making their selection.
Budget
Northeast Multi-Service Center $85,800 all inclusive
The budget covers all costs associated with the project including but not limited to: artist’s design fee, travel, materials, fabrication costs, liability insurance, documentation, and transportation and installation of the work.
